Overview

Rackner is seeking a Senior Data Analyst to lead the design, development, modernization, and optimization of enterprise analytics and business intelligence solutions using Power BI and the Microsoft Fabric semantic layer.

The Senior Data Analyst will assess existing dashboards and reporting products, identify opportunities for consolidation and modernization, and develop scalable semantic models and analytics products that support executive, operational, and compliance use cases. This role will work closely with business stakeholders, data engineers, governance teams, and technical leadership to translate mission and business needs into effective analytics solutions.

The Senior Data Analyst will also support analytics strategy, product portfolio management, self-service analytics enablement, and advanced analytical capabilities including predictive modeling and forecasting.

Responsibilities

  • Lead the design and development of enterprise analytics and business intelligence solutions using Power BI and Microsoft Fabric
  • Design and maintain enterprise semantic models that provide governed, reusable data structures for analytics and reporting
  • Develop certified Power BI datasets and reusable analytical components
  • Build and optimize executive, operational, compliance, and mission-focused dashboards
  • Ensure dashboards and analytics products meet established performance, usability, accessibility, and data quality standards
  • Assess the existing dashboard and reporting portfolio, including:
    • Usage and adoption analysis
    • Redundancy identification
    • Technical debt evaluation
    • Performance assessment
    • Opportunities for consolidation or retirement
  • Develop and execute dashboard consolidation, modernization, and migration plans
  • Rationalize legacy reports and dashboards into standardized enterprise analytics products
  • Develop complex DAX measures, calculations, and business logic
  • Use Power Query and related transformation capabilities to prepare and shape data for analytical use
  • Implement row-level security and object-level security aligned with enterprise data governance and access-control requirements
  • Collaborate with governance and security teams to ensure analytics products appropriately enforce data access policies
  • Assess and recommend self-service analytics capabilities, operating models, and governance approaches
  • Evaluate Power BI licensing, capacity, and deployment strategies based on user needs and enterprise requirements
  • Enable governed self-service analytics for business users while maintaining appropriate security and data quality controls
  • Evaluate and support Copilot-assisted and AI-enabled analytics capabilities where appropriate
  • Develop predictive models, forecasting tools, analytical frameworks, and decision-support capabilities
  • Create advanced analytical methods that can be operationalized and maintained by analysts and business teams
  • Support analytics strategy, roadmap development, and product portfolio management
  • Identify opportunities to consolidate, standardize, improve, or retire analytics products
  • Conduct requirements gathering sessions with business, operational, and technical stakeholders
  • Analyze business processes and reporting needs to identify appropriate analytical solutions
  • Translate business requirements into functional specifications, analytical requirements, user stories, and acceptance criteria
  • Coordinate across analytics, data engineering, governance, application, and source-system workstreams
  • Perform data analysis, validation, reconciliation, and quality checks to ensure analytics products accurately reflect source data and business rules
  • Troubleshoot complex reporting, semantic modeling, data quality, and performance issues
  • Develop user documentation, data dictionaries, product documentation, and quick-reference guides for analytics products
  • Support stakeholder demonstrations, user acceptance testing, training, and adoption activities
  • Provide technical guidance and mentorship to Data Analysts and Associate Data Analysts
  • Establish standards and reusable practices for enterprise reporting, semantic modeling, visualization, and analytics development

Qualifications

  • Significant experience developing enterprise business intelligence, analytics, and reporting solutions
  • Strong hands-on experience with Microsoft Power BI
  • Experience working with Microsoft Fabric or comparable enterprise analytics platforms
  • Advanced proficiency with DAX
  • Strong experience with Power Query and data transformation
  • Experience designing and maintaining enterprise semantic models
  • Experience developing reusable and certified datasets for enterprise analytics
  • Experience designing executive, operational, and compliance dashboards
  • Experience assessing and rationalizing enterprise dashboard or reporting portfolios
  • Experience translating business requirements into functional analytics specifications
  • Experience conducting requirements gathering and stakeholder workshops
  • Experience implementing row-level security and other analytics access-control mechanisms
  • Understanding of data governance, data quality, metadata, and security principles
  • Experience with dashboard performance optimization and analytical troubleshooting
  • Experience supporting analytics product lifecycle management, modernization, or migration efforts
  • Strong analytical, problem-solving, communication, and documentation skills
  • Experience working with both technical and non-technical stakeholders
  • Experience mentoring or providing technical leadership to other analysts
  • Active Secret clearance

Preferred Qualifications

  • Microsoft Certified: Power BI Data Analyst Associate
  • Advanced experience with Microsoft Fabric semantic models
  • Experience with Power BI deployment pipelines, workspaces, and enterprise governance
  • Experience performing dashboard portfolio rationalization and consolidation
  • Experience enabling governed self-service analytics
  • Experience assessing Power BI licensing and capacity strategies
  • Experience with Copilot-assisted analytics or other AI-enabled business intelligence capabilities
  • Experience developing predictive models, forecasting tools, or advanced analytical frameworks
  • Experience with statistical analysis, Python, R, or similar analytical tools
  • Experience designing analytics products for large-scale enterprise environments
  • Experience with federal, Department of Defense, or education-related analytics environments
  • Familiarity with data lineage, metadata management, data cataloging, and enterprise data governance frameworks
