Overview
We are looking for a Program Manager to support MO’s federal government customers. In this role, you will be accountable for the successful performance of one or more programs, including delivery quality and outcomes, customer satisfaction, team health, financial performance, mission impact, and organic growth.
The ideal candidate brings relevant federal government contracting experience, experience with a small business, strong customer relationships, and a track record of delivering and growing high-impact work across the federal landscape. You will help MO deliver measurable outcomes for our customers and end-users while strengthening and expanding our business.
This position will initially support MO’s Department of Veterans Affairs business and may evolve to support additional federal customers as business needs change.
This role is hybrid and anticipates travel up to 25% of the time in support of customer and partner engagement, industry events, and strategic growth activities.

What You'll Do
Delivery
Own the successful delivery and overall health of assigned programs, ensuring they meet or exceed contract objectives, customer expectations, and MO's standards for quality and excellence
Ensure teams are empowered, appropriately staffed, and operating effectively to deliver high-quality digital services and measurable outcomes for our customers and end-users
Support recruiting, hiring, and staffing activities as needed to ensure programs have the talent required for excellent delivery
Establish and maintain strong alignment among customers, partners, and delivery teams around objectives, priorities, risks, dependencies, and measures of success
Establish, monitor, and report on program performance, proactively addressing delivery, personnel, contractual, financial, or partner issues to ensure successful outcomes and high customer satisfaction
Establish and maintain effective program practices, processes, and rhythms that keep teams and customers aligned, informed, and positioned for successful delivery throughout the program lifecycle
Work with delivery, operations, finance, and contracts personnel to ensure programs remain compliant and financially healthy
Roll up your sleeves as necessary to remove obstacles, guide solutions, and improve work output when needed to meet program objectives
Maintain organized, accurate, and accessible program documentation and records, ensuring critical institutional knowledge is captured and transferable to reduce program risk and reliance on individual team members
Ensure program outcomes are measurable and demonstrate meaningful advancement of both the customer and MO missions
Customer Relationships & Growth
Build and maintain trusted relationships with current customers and key stakeholders, as well as prospective customers and influencers, positioning MO as a valued and credible partner
Listen for customer needs, pain points, and emerging priorities, translating insights from customer relationships and delivery teams into actionable opportunities in partnership with MO’s Growth and Innovation teams
Partner with MO’s Growth Team to develop and maintain account plans for assigned programs, including customer ecosystem maps, org charts, and call plans
Identify, qualify, and surface organic growth opportunities within assigned programs and across their customer relationships, translating customer needs and delivery insights into potential new work
Proactively manage the lifecycle of existing contract opportunities, including option years, optional tasks, scope expansions, and re-competes, in partnership with the Growth Team
Collaborate with the Growth Team to pursue new contract awards, including identifying bid team personnel, contributing to technical solutioning, participating in pitches and presentations, and developing compelling proposal content
Build relationships across the broader federal landscape, including with partners and industry leaders in MO’s priority markets, to strengthen our reputation, expand our network, and create new opportunities
Empower teammates to participate in customer relationship-building and growth activities in ways that align with their skills, interests, and roles
Leadership
Foster healthy, high-performing teams by creating clarity, addressing organizational and interpersonal issues, advocating for appropriate resources, and creating opportunities for growth
Bring an enterprise mindset to decision-making, balancing the needs of the team, customer, program, and broader organization
Directly manage Project Management personnel, as applicable, ensuring effective onboarding, development, performance management, utilization, and financial management
Partner with BU and executive leadership to translate company strategy into clear priorities and actions for assigned programs and teams
Foster strong understanding and application of civic technology principles, including human-centered design, data-driven decision-making, iterative development, accessibility, working in the open, and continuous improvement
Champion responsible AI adoption across assigned programs, serving as a thought leader who identifies opportunities to use AI to accelerate delivery, improve quality, and increase team impact
Track and optimize key program metrics across delivery, customer satisfaction, financial performance, growth, mission impact, and team health
Maintain strong relationships with partner companies and relevant leaders across the civic technology and Federal Health communities, strengthening MO's reputation and creating opportunities for learning and collaboration
Ensure program teams understand and operate in alignment with MO's strategic objectives, values, policies, and standards
What You'll Bring
3+ years of experience in program management, preferably in government contracting, digital services, or consulting
Understanding of the federal government contracting ecosystem; experience in Federal Health or other federal domains preferred
Proven delivery: a track record of delivering high-impact digital services and measurable outcomes in complex government environments
Customer leadership: ability to build trusted relationships with senior government stakeholders, understand their priorities, and proactively drive toward high customer satisfaction
Business acumen: understanding of program financials, utilization, staffing, contract performance, and the factors that drive program profitability
Growth mindset: ability to identify customer needs, recognize organic growth opportunities, and translate relationships and delivery insights into new business
Proactive problem-solving: a solution-oriented approach to anticipating and resolving problems before they become barriers to delivery or customer satisfaction

Experience working with federal government customers strongly preferred
