Program Analyst – Navy Medicine Strategic Management Support

US Federal Solutions is seeking an experienced Program Analyst to support the U.S. Navy Bureau of Medicine and Surgery (BUMED) and the Navy Medicine Enterprise.

The Program Analyst will develop analytical approaches to complex issues, evaluate alternatives, and present findings through dashboards, spreadsheets, tables, graphics, and other decision-support products.

The successful candidate will combine strong analytical skills with the ability to communicate findings clearly and help senior stakeholders understand the implications of data, alternatives, and recommended courses of action.

Position Overview

The Program Analyst will support Navy Medicine leadership by developing analytical methods to evaluate complex issues and presenting data in the context of potential alternatives and solutions. The position plays an important role in providing leaders with understandable, actionable information that supports timely and well-informed decision-making.

This position requires someone who can move beyond simply collecting data. The Program Analyst must be able to interpret information, identify meaningful relationships and trends, evaluate potential solutions, and communicate conclusions in a format that allows stakeholders to quickly understand the issue and make informed decisions.

Key Responsibilities

  • Develop analytical approaches and methodologies to evaluate complex operational, strategic, and organizational issues.
  • Analyze data from multiple sources to identify trends, relationships, risks, gaps, and opportunities.
  • Evaluate alternatives and potential solutions and provide analytical insight to support leadership decision-making.
  • Translate complex datasets and technical information into clear, understandable findings for Government stakeholders.
  • Develop dashboards, spreadsheets, tables, charts, graphics, and other analytical products that clearly communicate results.
  • Present data within the context of available alternatives and solutions to help stakeholders understand potential courses of action.
  • Produce high-quality analytical submissions that enable faster and more informed decision-making.
  • Organize and structure information so that complex findings can be quickly understood by both technical and non-technical audiences.
  • Apply quantitative and qualitative analytical techniques to support evaluation of programs, initiatives, operations, and strategic priorities.
  • Identify key performance indicators, trends, and other measures that provide leadership with greater visibility into organizational performance.
  • Support the development of reports, presentations, briefing materials, and other decision-support products.
  • Collaborate with program managers, subject matter experts, Government personnel, and other stakeholders to understand analytical requirements and develop appropriate solutions.
  • Validate analytical outputs for accuracy, completeness, consistency, and usability before presentation to Government stakeholders.
  • Communicate analytical findings and recommendations clearly through both written products and presentations.
  • Improve the accessibility and usefulness of organizational data by presenting information in formats appropriate for executive and operational decision-makers.

Work Location

The work is anticipated to be performed a minimum of 80% at the Government site at BUMED Headquarters in Falls Church, Virginia, with up to 20% contractor-site work when approved by the Government.

Ideal Candidate

The ideal candidate is naturally analytical and comfortable working with both data and people. You can take an ambiguous or complex problem, determine the right analytical approach, organize the relevant information, and develop a clear picture of what the data is showing.

You understand that effective analysis is not just about producing numbers. It is about helping decision-makers understand what the information means, what alternatives exist, and what actions should be considered.

You will be successful in this role if you can combine technical analytical ability with strong communication skills and consistently produce clear, accurate, and decision-ready products for Navy Medicine stakeholders.

Success in this position means providing Navy Medicine leaders with information they can quickly understand and confidently use. Your analyses, dashboards, spreadsheets, tables, and graphical products will transform complex information into useful insights and help Government stakeholders evaluate alternatives, identify solutions, and make faster, better-informed decisions.

Requirements

Minimum Qualifications

Candidates must meet one of the following education and experience combinations:

  • Master’s degree with at least 2 years of relevant professional experience; or
  • Bachelor’s degree with at least 5 years of relevant professional experience.
  • ACTIVE DOD Secret Clearance

The degree should be in an analytical or technical discipline such as:

  • Industrial Engineering
  • Analytics
  • Statistics
  • Database Management
  • Computer Science
  • Programming
  • Another analytical or programming-related field

These education and experience requirements are specifically identified for the Program Analyst labor category.

Preferred Qualifications

  • Experience performing healthcare analytics.
  • Experience supporting the Department of Defense (DoD).
  • Experience supporting the Department of Veterans Affairs (VA).
  • Experience developing dashboards or other visual reporting products.
  • Experience analyzing complex datasets and translating findings into practical recommendations.
  • Experience using spreadsheets, databases, visualization tools, or analytical applications to support organizational decision-making.
  • Strong written, verbal, and visual communication skills.
  • Demonstrated ability to explain complex analytical findings to stakeholders with different levels of technical expertise.
