Lummus Technology are looking for a motivated early-career candidate with a strong technical education for an exciting procurement role. Based as part of a larger team in The Hague, the successful candidate will play an active role in the entire procurement, manufacturing and delivery lifecycle. This includes issuing inquiries, conducting bid evaluations, and issuing purchase orders for engineered equipment, materials, and services. They must ensure completeness of all purchase order documents, ensuring they include the necessary deliverables and conditions such as the scope of work, pricing details, payment terms, marking, packaging, shipping details, warrantees, and the applicable signatures.
Further responsibilities include being tasked with identifying any problems or discrepancies that may arise and assist in the implementation of corrective measures. They are responsible for coordinating work across project teams, departments, offices, and suppliers to meet project requirements.
Additionally, they ensure effective communication among different disciplines and with external suppliers and maintain proper records of the communication.
The Procurement Specialist is also accountable for effectively managing Lummus procurement procedures. They have responsibility for cost, schedule, quantity, and budget control for assigned tasks.
This role reports to the Senior Manager Procurement, and will be based on an initial 12-month contract with the opportunity to convert to a permanent contract based on performance.
Responsibilities and Duties:
Collaborate with the Manager Procurement to select potential sellers and formalize a bidders list
Able to conduct negotiations with potential sellers proficiently, with a minimum requirement of English language proficiency
Conduct meetings and negotiations under supervision of the Manager Procurement
Good understanding of the company’s purchasing terms and conditions.
Preparation of commercial meeting minutes
Analyze requisition packages and bids for quality and completeness assessment
Generate and submit inquiry packages to obtain sufficient acceptable bids
Evaluate transportation and related logistic matters
Prepare and obtain approvals for commercial bid tabulations and recommendations
Coordinate technical evaluations with relevant engineers
Preparation, verification, and issuance of purchase orders
Furnish necessary planning and scheduling information to the Project Controls department
Maintain updated requisition and purchase order status reports (RPSR)
Coordinate reported non-conformances pertaining to sellers, in collaboration with the Project Manager
Expedite documentation and materials to ensure timely delivery
Review of seller invoices, issuing payment claims and maintain close communication with accounts payable
Capable of addressing potential back charges to seller, with support from Manager Procurement
Evaluate and record supplier performances
Requirements:
Bachelor’s degree in an engineering discipline or supply chain management
A basic understanding of the procurement process, with any internship experience in procurement or engineering an advantage
Engineering background is preferred to effectively support the procurement and negotiation of engineered equipment and materials
Ability to communicate (both verbally and written), improvise, be flexible, handle friction, handle stress
Willingness and readiness to travel for business purposes, domestically and internationally
Ability to work independently as well and collaborative teamwork and to handle workload stress
Able to work on-site at our office in The Hague, as part of a 4+1 hybrid policy
Have full working eligibility – we are unfortunately unable to offer visa support or relocation for this role.
