KBR is seeking an experienced Procurement Package Manager to provide strategic leadership and oversight for all procurement and supply chain activities supporting a major pharmaceutical capital project. This role is accountable for developing and executing procurement strategies that ensure equipment, materials, and services are delivered safely, on schedule, within budget, and in compliance with quality, regulatory, and company requirements. The Procurement Package Manager serves as a key member of the project leadership team and works closely with Engineering, Construction, Quality, Operations, Finance, Legal, Project Controls, and Suppliers to support successful project execution from design through startup and operational readiness.  

Functional Job Responsibilities Will Include But Are Not Limited To: 

  • Lead and manage all procurement and supply chain activities supporting capital project execution. 

  • Develop and execute procurement strategies aligned with project safety, quality, schedule, and budget objectives. 

  • Establish procurement execution plans, governance processes, and reporting frameworks to support project delivery. 

  • Lead sourcing, contracting, purchasing, logistics, supplier quality, expediting, inspection, and materials management activities. 

  • Direct procurement personnel and provide leadership, coaching, performance management, and professional development. 

  • Develop and implement commercial strategies for major equipment, construction, subcontract, and service contracts. 

  • Lead supplier evaluations, bid processes, negotiations, contract awards, and contract administration activities. 

  • Negotiate EPC, EPCM, equipment, subcontract, and service agreements to achieve project objectives and commercial value. 

  • Manage supplier performance, contract compliance, claims, dispute resolution, and commercial risk mitigation activities. 

  • Drive the procurement and delivery of long-lead equipment, critical materials, and services required to support project schedules. 

  • Monitor supplier manufacturing, logistics, and delivery performance to ensure contractual obligations and project requirements are achieved. 

  • Conduct procurement performance reviews and provide recommendations to improve cost, schedule, and supply chain performance. 

  • Develop strategic supplier relationships and establish supplier performance management programs. 

  • Identify supply chain risks and develop contingency and recovery plans to minimize project impacts. 

  • Ensure supplier compliance with quality, regulatory, ethical sourcing, and sustainability requirements. 

  • Manage procurement budgets, forecasts, commitments, and cost performance metrics. 

  • Partner with Finance and Project Controls to support forecasting, reporting, cost management, and project governance activities. 

  • Identify and implement cost savings, value improvement, and supply chain optimization opportunities. 

  • Leverage procurement systems, sourcing technologies, analytics, and Power BI tools to support decision-making and reporting. 

  • Provide procurement updates, performance metrics, risk assessments, and strategic recommendations to project leadership and executive stakeholders. 

  • Coordinate closely with engineering, construction, quality, operations, logistics, and project controls teams to ensure integrated project execution. 

  • Promote continuous improvement initiatives and procurement best practices across the project organization.  

Required Education, Experience, & Skills: 

  • Bachelor’s degree in supply chain management, Business, Engineering, Construction Management, or a related discipline. 

  • Minimum 15 years of experience in procurement, supply chain management, strategic sourcing, or capital project procurement. 

  • Minimum 7 years of experience leading procurement organizations, procurement teams, or major project procurement functions. 

  • Experience supporting pharmaceutical, biotechnology, life sciences, advanced manufacturing, EPC, or EPCM projects. 

  • Proven success managing procurement activities for capital projects exceeding $250 million. 

  • Strong contract negotiation, commercial management, supplier management, and change management experience. 

  • Experience working with global suppliers and international project teams. 

  • Proficiency with procurement systems, sourcing technologies, Power BI, and analytics tools. 

  • Strong leadership, communication, organizational, analytical, and stakeholder management skills. 

  • Ability to effectively manage multiple priorities in a complex project environment. [ 

Preferred Education, Experience, & Skills: 

  • MBA or other advanced degree. 

  • CPSM, CPSD, PMP, or similar professional certification. 

  • Experience supporting pharmaceutical, biologics, vaccine, cell therapy, or biotechnology manufacturing facilities. 

  • Experience supporting greenfield and brownfield capital projects. 

  • Experience working within Owner, EPC, or EPCM project environments. 

  • International sourcing, supplier management, and global supply chain experience. 

  • Demonstrated success implementing supplier performance and procurement improvement programs.  

Travel Requirements: 

  • Ability to travel up to 30% as required during project planning, execution, commissioning, and startup activities. 

  • Domestic and international travel may be required.
