Role Purpose

As Manager, Radio Frequency, you own spectrum management for LA28, connecting frequency allocation and planning before the Games with live radio frequency monitoring and interference resolution during them. You direct the planning, deployment, and operational readiness of the mobile network operators who carry cellular coverage and capacity at each venue, and you write the operating procedures the venue teams will run on. It suits an engineer who can create a reliable spectrum operation from the ground up, ahead of the Games.

Key Responsibilities

  • Drive spectrum management initiatives, bridging frequency allocation and planning with live Games-time monitoring and interference resolution.
  • Direct end-to-end planning, deployment, and operational readiness of mobile network operators for cellular coverage and capacity.
  • Act as the primary operational liaison for network operators during venue site walks, validating space, power, and cooling requirements.
  • Streamline deployment schedules and personnel accreditation processes with operators and venue technology teams.
  • Design and document standard operating procedures, incident response playbooks, and Games-time operational workflows.

Required Competencies

  • 5+ years of experience in telecommunications project or program management covering cellular wireless networks, RAN deployments, or RF engineering.
  • Practical experience in spectrum management and RF coordination, including frequency planning, licensing, interference mitigation, and monitoring tools.
  • Demonstrated success in partner and vendor management, including service level agreements, deployment milestones, and logistics negotiation.
  • Deep knowledge of cellular network planning and operations, including distributed antenna systems, small cells, and 5G network slicing.
  • Strong familiarity with telecom regulators such as the FCC, and cross-functional leadership across technical, commercial, and executive audiences.

Valued Experience

  • Venue-based cellular deployment or temporary overlay network experience.
  • Systems integration at large arenas, stadiums, or international events.
  • Experience leading technical site walks and telecom cabin requirements.
  • Coordination of personnel accreditation and equipment logistics.
  • Track record developing standard operating procedures and playbooks.

Physical Requirements & Working Conditions

  • Available to work onsite in our Downtown Los Angeles-based office.
  • The majority of work will be conducted in an office setting, requiring extended periods of time using computers, phones, and other office equipment.
  • The LA28 office is an open floorplan working environment; employees must be able to work efficiently in an open cubicle environment.
  • Hours of work may vary, including evenings, weekends, and holidays, especially during peak event periods.
  • Perform other duties as required; the role will evolve over time and may include operational responsibilities during the Olympic and Paralympic Games.

Compensation

The annual base salary range for this position is $88,000 – $115,000.

The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28's operational business needs and applicable law.
