Job Description:

The Livelihood and Training Expert will design, deliver, and monitor agricultural, business, and vocational training to strengthen climate resilient livelihoods and improve household income and food security, resilient livelihoods and improve household income and food security. 

Based in Mt Hagen Area Program Office, the Livelihoods Technical Expert will develop tailored curricula, facilitate practical skills training, supports savings groups and enterprise development, and links participants to markets and financial services.  The incumbent will assess needs, develop targeted curricula, and ensure participants gain practical, market-oriented skills for sustainable income generation. The Expert will work with partners to deliver resources, strengthen savings groups, and link participants to markets and financial services.  

MAJOR RESPONSIBILITES

  • Develop and implement agricultural, business, and vocational training activities in alignment with project workplans and livelihood strengthening objectives. 
  • Design context appropriate training modules informed by needs assessments, covering climate resilient agriculture, financial literacy, enterprise development, and market resilient agriculture, financial literacy, enterprise development, and market‑resilient agriculture, financial literacy, enterprise development, and market-oriented practices. 
  • Coordinate scheduling, logistics, and preparation of training materials, tools, and resources. 
  • Facilitate high-quality, participatory training sessions for women beneficiaries, community groups, local trainers, and staff. 
  • Provide ongoing coaching and technical backstopping to reinforce adoption of improved agricultural practices and business skills. 
  • Support establishment and capacity building of savings groups, cooperatives, and small agribusiness ventures. 
  • Coordination & Partnership Engagement 
  • Collaborate with government partners, DAL staff, NGOs, private sector actors, and market intermediaries to strengthen value chain linkages and economic pathways for beneficiaries. 
  • Coordinate delivery of livelihood inputs, start‑up resources, and materials required for training implementation. 
  • Facilitate connections between participants and financial service providers to support savings, credit, and enterprise growth. 
  •  Prepare high-quality technical narrative and financial reports for donors and internal management.
  • Document lessons learned, success stories, and best practices.
  • Communicate project progress, challenges, and results effectively to diverse audiences.
  • Maintain strong, regular communication and collaboration with ADB, relevant national, provincial authorities, CSO partners (including GBV implementing partners), community leaders, and other relevant actors. 
  • Oversee project finances, budgeting, and procurement processes to ensure full compliance with ADB guidelines. 
  • Ensure proper systems for resource management, due diligence, and audit readiness
  • Lead and support Christian activities that enrich and develop mutual growth in Christ
  • Perform any other tasks assigned by the Program Operations Director.
  • Convey World Vision identity and core values in life, word, and deed in the workplace and outside of the workplace.
  • Participate in World Vision PNG core staff activities, such as regular staff Christian reflection activities and regular programmatic Learning & Reflection days.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

  • Required Education, training, license, registration and certification.
  • Bachelor’s degree in agriculture and livestock, natural resource management, Project Management, Development Studies, Social Sciences, or a related field.
  • At least more than 5 years of professional experience in technical approaches for project management, livelihood programming, agriculture and market systems, financial literacy, entrepreneurship including experience leading a team or office of similar size and scope of accountability required.
  • Technical or programming experience in livelihood programming, agriculture and market systems, financial literacy, entrepreneurship
  • Demonstrated ability to lead teams and deliver consistent quality programming and reporting in complex organisational and operational environments required.
  • Proactive working style and proven ability to identify and mitigate risks, problem solve, and effectively manage conflict required.
  • Strong planning, organisational, and project management skills required.
  • Strong interpersonal skills required. Experience managing cross-cultural teams preferred.
  • Proficiency in Microsoft Office and email required.
  • Minimum of at least more than 5 years’ experience in all areas of project management and staff development;
  • Direct experience in managing staff, donors and stakeholders, especially in the education sector
  • At least more than 5 years’ work experience in managing projects in the field offices
  • Direct experience of working with multicultural teams
  • Proven ability to develop people in a cross-cultural setting
  • Fluency in English and Tok Pisin required.
  •  Willingness to travel to very remote communities required.
