About this HSE Officer role at JASARA PMC
JASARA PMC is a project management consultancy joint venture between PIF, Jacobs, and Aramco, supporting major civil engineering programs with a strong focus on delivery, governance, and operational excellence. Working in a complex construction environment, the team plays an important role in helping projects meet high standards for health, safety, and environmental performance across every stage of execution.
As an HSE Officer, you will help promote a safe and compliant site environment by supporting day-to-day HSE oversight across active construction works. This role contributes to the effective implementation of safety plans, risk controls, and reporting processes while working closely with project stakeholders to identify issues early, reinforce safe behaviors, and support timely escalation where needed.
Responsibilities
- Monitor daily construction activities for HSE compliance.
- Conduct regular site inspections and identify unsafe conditions and practices.
- Ensure contractor compliance with approved HSE plans, procedures, and risk assessments.
- Monitor toolbox talks, permits, and safe work practices.
- Support incident reporting and investigation.
- Follow up on corrective and preventive actions.
- Participate in HSE meetings, audits, and awareness activities.
- Prepare HSE observations, inspection reports, and daily/weekly reports.
- Escalate significant HSE risks and violations to the HSE Manager.
Requirements
Required Qualifications
- Diploma or BSc in Occupational Health and Safety, Environmental Engineering, Engineering, or an equivalent discipline.
- 10+ years of relevant HSE experience.
- Proficient in English.
Preferred Qualifications
- Experience in heavy civil infrastructure projects, vertical building projects, and contractor-side HSE roles.
- Experience in PMC or client-side HSE oversight, including reporting to client or PMC leadership.
- Working knowledge of HSE procedures, risk assessments, and site safety requirements.
- Experience working with contractors, subcontractors, site supervisors, and permit holders on site.
- NEBOSH IGC, IOSH, or First Aid / CPR certification.
- Proficiency in Arabic.
