You Are:
The Growth Proposal Lead is a key member of the Portfolio Top Opportunities team, driving proposal execution across strategic pursuits. This role partners with portfolio leadership, account teams, solution architects, subject matter experts, and other stakeholders to develop compelling, compliant, and customer-focused proposals.
The ideal candidate is highly versatile and able to move fluidly between proposal management, writing and editing, technical solution comprehension, and growth operations support. This individual will contribute throughout the pursuit lifecycle, including pre-RFP activities such as shaping papers, white papers, customer-facing materials, RFIs, and sources sought responses, while remaining focused on enabling and executing priority opportunities rather than owning traditional business development or capture responsibilities.
Key Responsibilities:
- Lead and support federal proposals from pre-RFP planning through final submission, including proposal kickoff, schedule management, compliance, content development, reviews, production, and lessons learned.
- Develop proposal management plans, outlines, compliance matrices, writing assignments, review schedules, and other tools needed to drive disciplined proposal execution.
- Write, rewrite, and edit proposal sections, executive summaries, management approaches, past performance narratives, resumes, and other content as needed.
- Partner with solution architects, technical leads, account teams, and subject matter experts to understand technical solutions and translate them into clear, customer-focused proposal narratives.
- Support pre-RFP capture and shaping activities, including white papers, capability briefs, responses to RFIs and sources sought notices, customer presentations, talking points, and other shaping materials.
- Contribute to win strategy, value propositions, discriminators, themes, customer hot buttons, and competitive positioning.
- Facilitate proposal working sessions, solutioning sessions, storyboarding, and color-team reviews; track actions and drive issues to closure.
- Review solicitation documents and amendments to identify requirements, evaluation criteria, risks, dependencies, and compliance obligations.
- Apply a working knowledge of federal acquisition and procurement processes to proposal and capture activities, including familiarity with the FAR and common federal procurement methods.
- Coordinate effectively across business development, capture, operations, pricing, contracts, recruiting, solutioning, and executive leadership.
- Manage multiple priorities and opportunities simultaneously and flex between hands-on writing, proposal leadership, and broader capture support.
- Help improve proposal processes, reusable content, templates, best practices, and knowledge-management assets.
Required Qualifications:
- Bachelor's degree or equivalent combination of education and relevant professional experience.
- Typically 7+ years of experience supporting federal government proposals, capture, business development, or related activities.
- Demonstrated experience managing complex federal proposals and coordinating cross-functional proposal teams.
- Strong proposal writing, editing, and storytelling skills, with the ability to produce concise, persuasive, customer-focused content.
- Solid understanding of federal procurement processes, solicitation structures, evaluation criteria, and proposal compliance.
- Ability to understand moderately complex technical solutions and work effectively with technical subject matter experts without needing to serve as the technical architect.
- Experience supporting pre-RFP shaping activities and developing customer-facing materials.
- Strong project management, organization, facilitation, and deadline-management skills.
- Ability to operate effectively in a fast-paced environment, manage ambiguity, and shift between strategic and tactical responsibilities.
- Strong interpersonal skills and the executive presence to work with senior leaders, customers, partners, and internal stakeholders.
Preferred Qualifications:
- Experience supporting Federal agencies and mission environments.
- Experience with major IDIQs, GWACs, task-order competitions, and other federal contracting vehicles.
- Experience developing oral presentation materials, white papers, RFIs, sources sought responses, and unsolicited or shaping materials.
- Understanding of technology, digital transformation, cybersecurity, cloud, data/AI, enterprise IT, or other professional and technical services environments.
- Familiarity with proposal automation, collaboration, content-management, and generative AI tools used to accelerate proposal development.

As required by local law, Accenture Federal Services provides reasonable ranges of compensation for hired roles based on labor costs in the states of California, Colorado, Hawaii, Illinois, Maine, Maryland, Massachusetts, Minnesota, New Jersey, New York, Vermont, Virginia, Washington, and the District of Columbia, and the city of Cleveland. The base pay range for this position in these locations is shown below. Compensation for roles at Accenture Federal Services varies depending on a wide array of factors, including but not limited to office location, role, skill set, and level of experience.
