PATH is seeking a Global Procurement Officer, Asia to lead procurement planning, sourcing, compliance, and advisory support across Asia in a highly regulated, donor-funded environment.

This role partners with project teams, country offices, suppliers, and stakeholders to deliver compliant, best-value procurement while strengthening procurement capabilities through training, mentoring, and process improvement.

Responsibilities

  • Lead procurement planning, sourcing, solicitations, evaluations, contracting, and supplier management activities.

  • Develop procurement and logistics plans for complex, sensitive, or regulated goods and services.

  • Review scopes of work, specifications, terms of reference, and solicitation documents for clarity, completeness, and compliance.

  • Manage RFP/RFQ processes, including bidder communications, clarifications, award notifications, and documentation.

  • Issue purchase orders within delegated authority and advise on advance payment requests.

  • Resolve regulatory, customs, importation, logistics, warehousing, and distribution issues for domestic and international procurements.

  • Mentor procurement project administrative staff across country offices.

  • Advise teams on donor procurement rules, waivers, exemptions, reporting, and compliance obligations.

  • Interpret PATH procurement policies and support audit recommendations and corrective actions.

  • Ensure procurement activities comply with organizational, donor, and legal requirements.

  • Provide training and guidance on procurement compliance and best practices.

  • Build effective relationships with country offices, project teams, suppliers, partners, and internal customers.

  • Promote responsive, solution-oriented procurement support and knowledge sharing.

  • Develop tools, templates, job aids, and educational resources to improve procurement efficiency and policy adoption.

  • Facilitate learning opportunities and support adoption of best practices and innovative procurement solutions across Asia.

Required Qualifications

Education and Experience

  • Bachelor’s degree in Business Administration, Supply Chain Management, Procurement, Economics, Finance, or related field; or equivalent education and experience.

  • Minimum 5 years of experience in procurement, contracting, supply chain, compliance, or related work.

  • Experience with USG or other donor-funded procurement, ERP/procurement systems, and matrixed stakeholder environments.

  • International nonprofit, NGO, development, or global health experience preferred.

  • Professional procurement certification such as CIPS, CPSM, CPPB, CPPO, MCIPS, or equivalent preferred.

Required Skills

  • Strong English communication, analytical, problem-solving, organizational, and project management skills.

  • Ability to work independently and collaboratively across cross-functional, multicultural teams.

  • Proficiency with Microsoft Office, especially Excel, Word, and PowerPoint.

  • Experience using ERP systems and procurement technology platforms.

  • Ability to interpret policies, regulations, and contractual requirements and deliver effective training.

  • Must have legal authorization to work in Vietnam.

Preferred Competencies

  • Knowledge of international procurement, supply chain best practices, and donor-funded compliance frameworks.

  • Experience supporting procurement across multiple countries.

  • Continuous improvement mindset with strong customer service and relationship management skills.
