About the Position

The Maricopa County Department of Public Health (MCDPH) is seeking a collaborative and strategic Emergency Preparedness Planner to help strengthen the Department's readiness for public health emergencies and infectious disease outbreaks. This position develops, coordinates, implements, and evaluates emergency preparedness programs, plans, and operational procedures that support the Department's all-hazards public health preparedness and response mission.

The Emergency Preparedness Planner collaborates with internal programs, healthcare partners, emergency management agencies, community organizations, and government partners to enhance the Department's ability to respond effectively to public health emergencies through planning, training, exercises, and emergency response coordination.

During Department Operations Center (DOC) activations, this position serves in a variety of Incident Command System (ICS) roles, supporting emergency response operations and public health incident management.

We Require

  • Two years of professional experience in public health preparedness, emergency management, healthcare preparedness, or a related field performing duties related to emergency planning, preparedness program coordination, training and exercises, or emergency response operations

  • Bachelor's degree in public health, emergency management, homeland security, healthcare administration, public administration, or a related field

  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis

Other Requirements

  • Must have or be able to complete National Incident Management System (NIMS) and Incident Command System (ICS) courses IS-100, IS-200, IS-700, and IS-800 within six months of hire

  • Within one month of hire, all employees will be required to provide evidence of immunity or receive immunizations for vaccine-preventable illnesses for any position within the Maricopa County Department of Public Health; required immunizations include MMR (measles, mumps, rubella), Tdap (whooping cough and diphtheria), Varicella (chickenpox), and annual Influenza; some positions require a Hepatitis B vaccine and/or a Tuberculosis test

We Also Value

  • Master's degree in Public Health, Emergency Management, Homeland Security, Healthcare Administration, Public Administration, or related field

  • Experience working with state, local, tribal, territorial, or federal agencies

  • Experience managing or supporting CDC Public Health Emergency Preparedness (PHEP) cooperative agreement activities

  • Experience developing, conducting, or evaluating Homeland Security Exercise and Evaluation Program (HSEEP)-compliant exercises

  • Experience supporting healthcare coalition planning or healthcare emergency preparedness initiatives

  • Experience working in an Emergency Operations Center during activations.

  • FEMA Professional Development Series (PDS) or Advanced Professional Series (APS)

Job Contributions

  • Develop, coordinate, implement, update, and maintain public health emergency preparedness plans, annexes, procedures, and related guidance that support Department Operations Center (DOC) operations, medical countermeasure (MCM) dispensing, healthcare system preparedness, continuity of operations, volunteer management, resource management, and other public health emergency response capabilities

  • Evaluate emergency preparedness plans, programs, and capabilities to identify gaps, assess risks, and implement continuous quality improvement initiatives

  • Coordinate preparedness activities with internal programs, healthcare organizations, emergency management agencies, healthcare coalitions, community organizations, and government partners

  • Develop, coordinate, and evaluate training and exercises using Homeland Security Exercise and Evaluation Program (HSEEP), National Incident Management System (NIMS), and Incident Command System (ICS) principles to validate plans and improve operational readiness

  • Develop and deliver training, guidance, and technical assistance to Department staff, partners, and stakeholders on public health preparedness and emergency response topics

  • Coordinate mutual aid agreements, memoranda of understanding, and other preparedness-related agreements and incorporate them into emergency plans, standard operating procedures, and operational guidance

  • Maintain situational awareness and support planning, operations, logistics, and resource coordination during Department Operations Center (DOC) activations and public health emergencies

  • Serve in assigned Incident Command System (ICS) and Department Operations Center (DOC) roles during exercises and real-world activations

  • Serve as after-hours Duty Officer on a rotation schedule

Working Conditions

  • Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly OR requires walking or standing to a significant degree

  • Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
