The Guyana country security manager (CSM) acts as the deputy to the country director (CD) in all matters relating to the Control Risks operation in Guyana. The CSM is the permanent expat presence in the Guyana office and leads on the day-to-day management and quality assurance of the operation.

The CSM’s responsibilities extend to the oversight of all aspects of the operation including recruiting, discipline, finance, invoicing, threat intelligence, client relations, operations, incident management, training, logistics, vehicles, accommodation and equipment.

Role tasks and responsibilities:

  • Deputy to the Country Director: Maintain a comprehensive understanding of country operations and keep the CD accurately informed of significant operational, client, personnel, compliance and commercial matters. Translate the CD’s direction into clear operational priorities and act as the country lead manager during the CD’s absence.
  • Client Management: Act as the senior operational focal point for clients across all projects, maintaining regular formal and informal communication. Act as the initial point of escalation for client issues and ensure feedback, concerns and actions are appropriately addressed and closed out.
  • Operational Leadership: manage and oversee the performance of senior Local National (LN) personnel, including Project Managers, Operations Managers and the senior HR, Finance, Compliance and administrative team. Establish clear priorities and hold managers accountable for effective delivery.
  • Operational Standards: drive continuous improvement across security operations, including SOPs and Post Orders, SOC operations, threat monitoring and dissemination, communications and tracking systems, shift patterns, mobile patrols, supervision, incident reporting, training and exercising.
  • Risk and Incident Management: maintain oversight of operational security risks and ensure appropriate mitigation measures are implemented. Provide senior management oversight during significant incidents and support the maintenance and exercising of crisis management, business continuity and evacuation arrangements.
  • Commercial Performance: Support the CD in ensuring accurate client invoicing and regularly review manpower, operations and logistics to improve commercial efficiency. Provide the Finance Manager with accurate project information to support project and country P&L management.
  • Business Development: support the CD in developing existing and new business through strong client relationships, a network of local contacts, business intelligence and effective use of the CRM system. Identify potential opportunities for organic growth within existing accounts.
  • HR and Compliance: oversee and support HR and Compliance to ensure appropriate staffing levels and that recruitment, vetting, onboarding and training continue at the required tempo. Maintain oversight of disciplinary processes. Ensure personnel, company, vehicle, firearms and other required licences and permits remain current and compliant.
  • Equipment, Vehicles and Weapons: ensure effective equipment and asset management aligned with HRMS global standards, with particular emphasis on vehicles, weapons, ammunition, communications equipment and other controlled assets. Ensure appropriate standards of care, maintenance, inspection, accountability and documentation are maintained.
  • Quality and Assurance: conduct and direct regular project reviews, site inspections and compliance checks. Ensure operational deficiencies, client concerns, audit findings and lessons identified are recorded, assigned and closed out.
  • Office and Facilities: Maintain oversight of the Control Risks office and company villa/accommodation, ensuring appropriate standards of presentation, security, cleanliness, maintenance, parking, information security, clear-desk compliance, landlord relations and workplace safety.
  • HSE and Duty of Care: Support the CD in maintaining appropriate HSE and duty-of-care standards across country operations, ensuring hazards, incidents and deficiencies are appropriately reported, investigated and addressed.
  • Reporting and Governance: Ensure accurate and timely operational and management reporting and maintain oversight of contractual deliverables. Promptly escalate significant operational, client, commercial, compliance or reputational risks to the CD.

Requirements

Knowledge and experience

Essential

  • Senior management experience in the security industry, either as a client or as a services provider.
  • Knowledge of the wider security sector including a variety of threat environments, methods, practices, procedures and technologies.
  • Experience of invoicing, cost control and optimising profit margins
  • Experience in business development, proposal drafting and submission, client management, key stakeholder engagement.
  • Line management experience.

Preferred

Oil and Gas project related experience.

  • Diplomatic security experience
  • Qualifications or experience in quality assurance and compliance.
  • Previous military, police or security services experience.
  • Knowledge of communications systems, tracking systems, fleet management, logistics and training.
