What is Category Procurement Expert – Build-to-Suit (B2S) & Site Energy?
Owns category strategy and commercial ownership for build-to-suit site infrastructure and the full site energy stack, covering towerco and civil works partners, rectifiers, batteries, DG sets, and solar hybrid. Reports to Stream Head Network Procurement, who reports to Head of Direct Procurement. Individual contributor role, working alongside two peers covering the power and passive domains.
What does Category Procurement Expert – Build-to-Suit (B2S) & Site Energy do?
Key responsibilities
- Own and manage the Passive Infrastructure & Site Energy procurement category for Build-to-Suit (B2S) sites, including fuel, power, colocation, solar and rental/lease commercial elements.
- Develop and apply site load and grid classification frameworks (Good Grid, Poor Grid, Bad Grid, Semi-Off Grid, Off-Grid) to drive accurate cost modelling and category strategy across the site portfolio.
- Lead commercial evaluation and negotiation of fuel consumption rates, colocation premiums (including low colocation), solar fee structures and provisioning fees with suppliers to optimize cost outcomes.
- Evaluate and negotiate Commercial Power (CP), Diesel Generator (DG) and rental DG arrangements to secure competitive, reliable power solutions for B2S sites.
- Analyze rental and lease fee structures, escalation clauses and lease terms, and lead finalization of revised commercial arrangements with suppliers.
- Drive total cost of ownership (TCO) and financial impact analysis to support sourcing decisions, contract renegotiations and cost optimization initiatives.
- Lead cross-functional procurement delivery for Power and Rollout projects, coordinating with Network, Rollout, Finance and site infrastructure teams to ensure timely, compliant sourcing support for project milestones.
- Build and manage strategic relationships with tower companies and site infrastructure suppliers to strengthen commercial terms and service reliability.
- Partner with Network, Rollout, Finance and site operations teams to align commercial and contractual terms with operational and business requirements.
- Ensure category activities comply with JazzWorld procurement policies, delegated authorities and contractual governance standards.
- Mentor and provide guidance

- Optimized fuel, power, colocation, solar and rental/lease cost structures for B2S sites, delivering measurable savings and cost avoidance.
- Negotiated commercial agreements and rate cards covering fuel consumption, colocation premiums, solar fees, provisioning fees, and rental/lease and DG arrangements.
- A robust, consistently applied site load and grid classification methodology underpinning cost and commercial decisions.
- Regular TCO assessments, benchmarking studies and financial impact reports to support management decision-making.
- Strong governance, policy compliance and audit readiness across all Passive Infrastructure & Site Energy sourcing activities.

Requirements
What are we looking for and what does it require to be Category Procurement Expert – Build-to-Suit (B2S) & Site Energy?
Experience and Educational requirements
- Bachelor's degree in Engineering (Telecommunications, Electrical Engineering or related discipline) from an HEC-recognized institution, or a Business/Supply Chain-related degree with relevant telecom infrastructure experience.
- Minimum 7-8 years of experience in procurement, Power & Passive category management or commercial roles related to passive infrastructure, site energy, tower/colocation management or telecom site operations.
- CIPS Diploma in Procurement and Supply or equivalent professional certification will be considered an advantage.
Soft skills and technical skills required
- Oracle ERP (ESS/Fusion), purchasing module – should be capable to prepare and initiate a Tender/RFx on oracle ESS/Fusion and able to conduct e-Auction using Oracle procurement module on ESS/Fusion.
- SAP Ariba Contract Management Module – The candidate needs to have adequate hands-on experience on this module for creating Contract Request Workspace and should be able to conduct and complete contract normalization/negotiations on this module.
- MS 0365 Tools and Analytical skills – it’s a must for the candidate to be well versed with use of Excel, power point, think cell, power BI and its analytics.
- Core Skills: Commercial Negotiation and Contract Management, Site Power/Fuel and Grid Classification Analysis, TCO and Financial Impact Modelling, Supplier Relationship Management, Stakeholder Management and Influencing Skills, Knowledge of Passive Infrastructure, Colocation, Solar and DG/Power Solutions for telecom sites.
- AL Tools: Can develop analytical/data models for insights and decision-making. Can use Agentic AI (AI agents that can perform tasks autonomously) to support daily operational activities. Has strong knowledge and experience with various Natural Language Processing (NLP) models.
