TNC Services, the services division of The Nuclear Company, brings together field execution, specialized workforce solutions, and Professional Services expertise to support the nuclear industry across the full asset lifecycle. About the role

The Business Development Representative – Licensing & Regulatory drives new business growth for TNC’s Licensing & Regulatory practice while also developing opportunities across the broader Professional Services portfolio. This individual will use their direct experience in nuclear licensing, regulatory affairs, plant operations, engineering, government, or a related field to identify customer needs, build strategic relationships, and convert regulatory and project challenges into new business opportunities.

This is a hands-on role responsible for originating and advancing opportunities from initial identification through contract award. Working closely with TNC’s Licensing & Regulatory functional leader and technical experts, this individual will help shape solutions, develop pursuit strategies, coordinate proposals, participate in negotiations, and transition awarded work to delivery. This person will play an important role in building the market presence, partnerships, and qualified pipeline needed to grow TNC’s Licensing & Regulatory business.

 

Responsibilities

Business Development and Market Growth

  • Drive new business development across TNC’s full Professional Services portfolio, with primary focus on Licensing & Regulatory services.
  • Maintain a working understanding of TNC’s Professional Services capabilities to recognize customer needs, identify cross-service opportunities, and connect customers with the appropriate functional experts.
  • Monitor regulatory developments, licensing activity, policy changes, project milestones, and industry trends to identify emerging customer needs and market opportunities.
  • Build relationships with utilities, developers, plant operators, reactor vendors, government organizations, industry partners, and other key stakeholders.
  • Develop targeted growth strategies for operating plants, new nuclear projects, government programs, and other prospective customers.

 

Pursuit Development and Execution

  • Originate, qualify, and advance opportunities from initial identification through contract award.
  • Partner with functional leaders and technical experts to understand customer needs and shape practical, differentiated licensing and regulatory solutions.
  • Develop pursuit strategies, value propositions, win themes, and customer engagement plans for qualified opportunities.
  • Coordinate proposals, pricing inputs, presentations, commercial discussions, and contract negotiations with internal stakeholders.
  • Transition awarded work to the delivery team with clear documentation of customer requirements, commitments, scope, and relationship history.

 

Pipeline and Market Engagement

  • Maintain accurate CRM records and provide routine pipeline forecasts and market intelligence to inform revenue planning, capability development, and Professional Services strategy.
  • Maintain regular communication with Professional Services functional leaders to align pursuit activity with business priorities, technical capabilities, and available resources.
  • Represent TNC at customer meetings, conferences, workshops, and industry forums, with regular domestic and international travel as needed.

 

Required Experience

  • Bachelor’s degree in Nuclear Engineering, Engineering, Business, Public Policy, or a related field; directly relevant regulatory, technical, government, or plant experience may be considered in lieu of a degree.
  • 5-7+ years of direct experience in nuclear licensing, regulatory affairs, plant operations, nuclear engineering, regulatory permitting, nuclear policy, DOE or federal nuclear programs, or a closely related field.
  • Strong working knowledge of the nuclear regulatory environment and how licensing, engineering design, plant operations, and government requirements intersect.
  • Demonstrated ability to identify customer needs, originate new opportunities, and advance complex pursuits - not solely manage existing accounts.
  • Demonstrated experience shaping solutions, developing proposals and presentations, and participating in pricing, commercial discussions, or contract negotiations.
  • Established relationships with utilities, nuclear developers, reactor vendors, government organizations, regulators, or other relevant industry stakeholders.
  • Ability to communicate complex technical and regulatory concepts clearly and credibly with engineers, operators, government representatives, and executive decision-makers.
  • Experience maintaining an active pipeline through a CRM platform such as HubSpot, Salesforce, or an equivalent system.
  • Ability and willingness to travel approximately 40–70%, including domestic and international travel as business needs require.

 

Preferred Qualifications

  • Experience with construction or operating license support, COLA development, technical specification development, regulatory strategy, or nuclear permitting.
  • Experience supporting both operating nuclear facilities and new nuclear development.
  • Familiarity with NRC, DOE, or international nuclear regulatory frameworks.
  • Experience developing business across multiple professional or technical service lines within a matrixed organization.
  • Familiarity with government and commercial procurement processes, including RFPs, teaming arrangements, and complex service contracts.
  • Experience with structured capture planning, probability-of-win scoring, or similar pursuit-management methodologies.
  • Working knowledge of Pwin-based or similar structured pursuit-scoring methodologies.
  • Experience supporting pursuits across multiple service lines simultaneously (matrixed BD experience)

  • You enjoy being in the market and are comfortable with frequent customer-facing travel, including international travel when needed.

Estimated Starting Salary Range
The estimated starting salary range for this role is $118,000 - $140,000 annually less applicable withholdings and deductions, paid on a bi-weekly basis. The actual salary offered may vary based on relevant factors as determined in the Company’s discretion, which may include experience, qualifications, tenure, skill set, availability of qualified candidates, geographic location, certifications held, and other criteria deemed pertinent to the particular role.
