Position Summary
The Public Sector Bid Manager leads the end-to-end proposal lifecycle for public sector and enterprise opportunities. The role manages proposal strategy, planning, compliance, stakeholder coordination, proposal development, reviews, production, and submission while ensuring responses are accurate, compelling, compliant, and aligned with win strategies.

Key Responsibilities — Proposal Leadership
Serve as the project manager and primary point of contact for assigned proposal opportunities.
Lead assigned RFx opportunities from qualification through final submission.
Coordinate subject matter experts, reviewers, executives, and contributors.
Own proposal quality, compliance, messaging, and production.
Develop proposal schedules, compliance matrices, outlines, templates, responsibility assignments, and action trackers.
Schedule and facilitate kickoff meetings, proposal status meetings, color team reviews, executive reviews, and submission readiness reviews.
Identify and proactively escalate schedule, resource, compliance, and proposal risks before deadlines.
Key Responsibilities — Proposal Development
Analyze RFI, RFQ, RFP, and other solicitation documents to identify requirements, evaluation criteria, and compliance obligations.
Partner with Sales, Capture, Product, Engineering, Legal, Pricing, Security, Operations, Marketing, and other stakeholders to develop compliant, compelling responses.
Draft, edit, and review proposal content for clarity, consistency, accuracy, and customer focus.
Ensure win themes, discriminators, technical solutions, customer value propositions, and executive messaging are consistently reflected throughout the proposal.
Conduct editorial, compliance, and quality reviews for accuracy, consistency, readability, formatting, and adherence to solicitation instructions.
Manage proposal production, formatting, packaging, and electronic submission.
Key Responsibilities — Cross Functional Coordination
Partner with Sales, Product, Engineering, Legal, Security, Operations, Marketing, Pricing, and Contracts.
Support executive reviews and pricing approvals.
Capture lessons learned and incorporate improvements into future proposals and reusable content.
Maintain proposal records, metrics, and reporting.
Support development of proposal best practices, templates, and process improvements.
Required Qualifications
Bachelor's degree or equivalent professional experience.
3 to 5+ years of proposal, bid, capture, or project management experience.
Experience managing complex RFx responses, including public sector procurements.
Excellent writing, editing, communication, organization, and project management skills.
Advanced Microsoft Office skills and experience with proposal management tools.
Ability to manage multiple concurrent pursuits under aggressive deadlines, including occasional work outside normal business hours during critical proposal periods.
Preferred Qualifications
Experience supporting public sector procurements.
Estimated base salary range: $68,100 - $104,700 USD/annually.
The base pay range shown is a guideline and reasonable estimate for this role. It takes into account the wide variety of factors that are considered in making compensation decisions. Actual compensation offered may vary from the posted range based upon geographic location, work experience, skill level, certifications, and other business and organizational needs. Non- sales roles may be eligible to participate in a discretionary annual incentive plan. Sales roles may be eligible to participate in a sales incentive plan.
Additionally, this position may be eligible for certain benefits, such as health insurance, life insurance, disability retirement plans, paid time off.
