Job Description:
Blue Water Thinking is seeking an experienced and dedicated Program and Capture Manager to join our team, supporting the Department of Veterans Health Affairs (VHA) portfolio. This role requires expertise in managing a diverse portfolio of projects, ranging from large-scale implementations to smaller initiatives as well as accelerating our business development efforts. The successful candidate will be well-versed in VHA development and program implementation. They will also be adept at identifying program challenges and developing innovative solutions.
Key Responsibilities:
- Manage a diverse portfolio of projects, ensuring alignment with organizational goals and objectives.
- Oversight of delivery teams, ensuring staff produce high-quality, timely and on budget deliverables.
- Build relationships with VHA stakeholders to shape procurement requirements.
- Lead capture plans, including identifying client challenges, competitor analysis, development of strategic and innovative solutions and win theme development.
- Lead proposal responses ensuring submissions are compliance and compelling.
- Stay current on the legislative and policy landscape, translating the latest VA priorities and Hill activity into smart, proactive capture strategies.
Minimum Qualifications:
- Master’s Degree.
- PMP Certification
- Minimum 10 years of experience in program management
- Proven ability to manage project cost, schedule, and performance.
- Excellent analytical, problem-solving, and decision-making skills.
- Outstanding communication and interpersonal skills.
Preferred Qualifications:
- Experience with the Department of Veterans Affairs or other federal healthcare agencies.
Eligibility:
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
- Must be able to obtain and maintain the required federal public trust clearance for this role.
Compensation:
- Salary for this position is determined by various factors, including but not limited to, location, the candidate’s particular combination of knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements.
- Salary range $150,000 - $195,000
