Our client, The East African Crude Oil Pipeline (EACOP) is a major midstream development spanning Uganda and Tanzania. It includes the construction and operation of a nearshore Marine Tanks and Terminals (MTT) facility in Tanzania. Once completed, the EACOP Company will operate a 1,443 km electrically heated crude oil export pipeline, transporting crude oil from Kabaale–Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for export to international markets.

The Fire Safety Coordinator is responsible for the development, implementation, and continuous improvement of fire protection, fire prevention, and emergency response programmes across EACOP assets, including the MTT, associated pipelines, and above-ground installations. The role ensures that all facilities comply with corporate fire safety standards, applicable local and international regulations, and recognised industry best practices such as NFPA, API, and IOGP standards. The Fire Safety Coordinator provides technical expertise in fire risk assessments, fire protection system design reviews, emergency preparedness, and personnel training to safeguard people, assets, and the environment.

In this capacity, the Fire Safety Coordinator assists the Operations Shift Lead (OSL) in all matters related to fire safety, risk management, and fire prevention. The position is responsible for providing assurance of fire protection systems through the regular testing, inspection, and maintenance of fixed and mobile firefighting equipment, including firewater systems, deluge systems, foam skids, hydrants, fire extinguishers, and gas detection systems. The role also ensures that EACOP site teams maintain a high level of emergency preparedness and response readiness, while remaining fully compliant with the requirements of relevant regulatory authorities.

Additionally, the Fire Safety Coordinator designs and delivers targeted fire safety and emergency response training programmes for operations, maintenance, and contractor personnel. The role leads or participates in fire safety audits, inspections, and incident investigations, ensuring that findings are thoroughly analysed and that effective corrective and preventive action plans are developed and implemented to strengthen overall fire safety performance.

Principle Responsibilities 

  • Conduct comprehensive fire hazard and risk assessments for operations at MTT, pipeline facilities, and pumping stations.
  • Identify ignition sources, fuel loads, and credible fire scenarios, and recommend mitigation measures.
  • Develop and maintain the Fire Risk Register and ensure actions are implemented and tracked.
  • Support Management of Change (MoC) processes for any modifications that impact fire safety.
  • Review and verify the performance of fire detection, alarm, suppression, and passive protection systems.
  • Ensure regular testing, inspection, and maintenance of fixed and mobile firefighting systems (e.g., firewater systems, deluge, foam skids, hydrants, extinguishers, gas detection).
  • Participate in commissioning and acceptance testing of new or modified systems.
  • Develop, implement, and routinely test fire and emergency response plans for all EACOP sites.
  • Lead and evaluate emergency drills involving fire, explosion, and product release scenarios, ensuring effective coordination with mutual aid and external agencies.
  • Advise and support the Emergency Response Team (ERT) in firefighting, rescue, and spill containment procedures.
  • Build competence in fire prevention, firefighting techniques, and use of firefighting equipment.
  • Promote a fire safety culture through awareness campaigns and engagement with all levels of the workforce.
  • Ensure compliance with corporate, regulatory, and insurance fire safety requirements.
  • Prepare and maintain documentation for audits, inspections, and statutory certifications.
  • Lead or participate in fire safety audits, inspections, and investigations following any incidents, and develop corrective action plans.
  • Act as the technical interface with regulatory bodies, insurers, and third-party fire consultants.

  • Carry out audits, analyze the dysfunctions observed and draw up plans for the follow-up of corrective actions.
  • Generally, Provide direction and guidance to management team and CONTRACTOR on fire safety issues within the workplace

Requirements

    • Bachelor’s degree in Fire Engineering, Safety Engineering, Chemical Engineering, or related discipline.
    • Minimum 8–10 years of experience in fire safety or emergency response within the oil and gas industry (terminal, refinery, or pipeline operations).
    • Good knowledge and experience of Hydrocarbon fire
    • Strong knowledge of NFPA, API, IOGP, and local fire safety regulations.
    • Certified in Fire Risk Assessment, Incident Command, or equivalent professional qualifications (e.g., NEBOSH Fire Safety, CFPS, or IFireE).
    • Demonstrated experience in managing fire systems assurance, emergency response, and fire investigations.
    • Proven ability to lead and coordinate multi-discipline teams and contractors.
    • Deep understanding of fire dynamics and protection systems.
    • Good leadership in emergency response and decision-making under pressure.
    • Excellent communication and interpersonal skills to influence and train diverse teams.
