About the Role:  

The City of Fort Worth’s Office of Emergency Management is seeking a motivated and service-oriented professional to join a dynamic team dedicated to building a safer and more resilient Fort Worth. Under the direction of the City’s Emergency Management Coordinator (EMC), this role assists in the creation, review, and implementation of citywide policies, plans, and operational requirements that enhance Fort Worth’s ability to prepare for, respond to, and recover from emergencies and large-scale incidents. The position provides direct support to the Preparedness Manager in the development, implementation, training and exercise of emergency management programs and plans that strengthen mitigation capabilities, enhance readiness and preparedness, and build community resilience.

The position is well-suited for emerging emergency management professionals who are eager to learn, contribute to policy and planning efforts, support capability-building initiatives, develop and coordinate training and exercises, and play a meaningful role in shaping a resilient and prepared Fort Worth.

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university with major course work in emergency planning, public administration, or a related field
  • Valid Texas driver's license
  • Possession of, or ability to obtain, an appropriate, valid technician-level amateur radio license

Preferred Qualifications:

  • Two (2) years of increasingly responsible emergency management, disaster preparedness, or community resilience related experience
  • Master’s in Emergency Management, Public Administration, or related field
  • Certified Emergency Manager (CEM) designation from the International Association of Emergency Managers (IAEM) and (or) Texas Division of Emergency Management (TDEM) Certification

The Emergency Management Officer I job responsibilities include:

  • Emergency Planning & Compliance – Evaluates public facilities and assists with developing and updating emergency operations plans; monitors facilities to ensure compliance with hazardous materials regulations and applicable fire codes
  • Emergency Response & Coordination – Participates in Emergency Operations Center (EOC) activities, responds to incidents (fires, severe weather, floods, outages, hazmat), and serves as Duty Officer on a 24/7 rotation; maintaining availability to respond to emergency scenes or activate the EOC
  • Interagency Collaboration – Works with public safety stakeholders, schools, hospitals, community partners, and local/state/federal agencies to strengthen preparedness and response; discusses issues related to emergency preparedness, response, recovery, and mitigation
  • Training & Public Outreach – Plans and conducts drills, exercises, and public awareness programs for City of Fort Worth, civic groups, schools, hospitals, and organizations to encourage emergency planning & foster coordinated response
  • Administration & Liaison Duties – Maintains various reporting systems related to hazmat, emergency management and emergency response; coordinates resources, responds to public inquiries, liaises with environmental/chemical organizations, and performs other assigned duties

Working Conditions and Physical Demands

Depending on assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, stooping, kneeling, crouching, reaching, walking, repetitive motions, climbing, balancing, pushing, pulling and lifting.

Medium work – Depending on assignment, positions in this class typically exert up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and/or up to 20 pounds of force constantly having to move objects.

Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position:  Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.
