We are looking for an enthusiastic Senior People & Culture Operations Manager to join the People team at Grover, full-time and minimum 3 days per week (Tuesday-Thursday) at our Berlin HQ.
Reporting directly to our Director of People & Culture, you would lead our People admin & operations team and own the operational backbone of our People function. This role is the go-to owner for payroll, HRIS, people reporting, and process documentation, making sure the fundamentals run smoothly, accurately, and at scale as the company grows.
🎯 What you will contribute:

Team Leadership & Employee Lifecycle:
- Manage and develop 1-2 People Admin/Operations team members, setting priorities and ensuring accurate, timely delivery
- Act as escalation point for complex payroll, HRIS, and compliance questions
- Own employee lifecycle management (onboarding to offboarding) with clear, documented processes
- Payroll:
- Own end-to-end payroll (GmbH & EOR) with finance and external providers
- Manage payroll compliance (tax, social security, benefits) across jurisdictions
- Handle payroll audits, reconciliations, and year-end processes
- HR Admin Tech Management:
- Own the HR Admin tech, including HRIS platform: data accuracy, configuration, workflows, permissions, and integrations. As well as the Admin ticket system and workflows in cooperation with IT
- Drive system improvements, automations, and new features
- People Reporting & Analytics:
- Own people reporting (headcount, turnover, DEI, org changes) and dashboards for leadership
- Handle ad-hoc data requests from People, Finance, and Leadership
- Documentation & Process:
- Own People policies, SOPs and employee-facing guides, keeping them current with legal/regulatory changes
- Standardize and improve People ops processes for efficiency and scale
- Compliance & Continuous Improvement:
- Ensure compliance with local labor law and data protection (GDPR)
- Automate manual processes and improve employee experience
- Partner with Finance, Legal, and IT on audits and system projects
🤝 What you bring:
- 4+ years in People/HR Operations, including 1-2 years in a leadership/people management role within German-based companies (100+ local employees). Startup or scale-up experience is a strong plus.
- Hands-on experience managing and running German payroll processes - whether in-house or seamlessly alongside external service providers.
- Solid working knowledge of German labor law, data privacy (GDPR), and payroll compliance requirements.
- Strong proficiency with HRIS platforms (e.g., Personio, HiBob, Workday, BambooHR) and a forward-thinking mindset using AI tools and automation to streamline workflows, eliminate manual admin, and scale HR operations.
- Comfortable building reports, auditing data integrity, and translating People metrics into meaningful operational insights.
- A natural knack for designing, documenting, and scaling clear processes to turn complexity into structured workflows.
- Exceptional attention to detail, maintaining strict accuracy and confidentiality with sensitive employee data.
- Ability to break down complex administrative, legal, or payroll topics into simple, digestible guidance.
- C1+ English and B2+ German (required to confidently navigate German labor/payroll nuances and communicate with external partners).
