Job Purpose

Kangaroo Mother Care is a WHO-recommended intervention for preterm and low birth weight newborns shown to reduce neonatal mortality by up to 32% compared to conventional care. Despite strong evidence and national policy inclusion, KMC implementation in Liberia remains concentrated in a small number of major hospitals, leaving most facilities without the protocols, training, or quality systems needed to deliver KMC reliably. 

Evidence Action is launching a KMC technical assistance pilot working through MoH structures to build government capacity to support, monitor, and sustain high-quality KMC practice across pilot facilities. The pilot will span 12 months and focus on providing technical assistance to increase KMC coverage, improve KMC initiation timing, and minimize mother-infant separation during hospitalization.

Duties and Responsibilities

Formative research qualitative data collection and analysis

•     Lead focus group discussions and key informant interviews at pilot facilities and in surrounding communities 

•     Contribute to Focus Group Discussion (FGD) and Key Informant Interview (KII) guide design

•     Take primary responsibility for the quality of qualitative data collected, including probe depth, note completeness, and recording quality

•     Lead transcription review and initial thematic organization of qualitative data

•     Identify emerging themes, contradictions, and gaps in the qualitative data

Data collection logistics

•     Coordinate scheduling and logistics for data collection at pilot facilities

•     Manage data entry, transcription, and filing

•     Liaise with enumerators

Register and records support

•     Conduct facility register extraction at pilot sites on a regular schedule

•     Independently clean and format data before sending to the broader team for analysis, resolving routine issues without escalation

Monitoring

•     Routinely review registers and logs to confirm data fields are being filled out correctly

•     Identify gaps or inconsistencies and determine which require escalation versus independent resolution

Data quality checks

•     Run routine checks on incoming data, including missing values, out of range figures, and inconsistencies between registers and DHIS2 reporting

•     Resolve data quality issues independently where possible, escalating unresolved or high stakes issues 

Analysis and reporting

•     Compile data and analysis for program reports and review meetings

•     Proactively flag trends, risks, and areas needing program or MoH attention to leadership, rather than waiting for review meetings to surface them

Requirements

Education: Master's degree in Public Health, Biostatistics, Epidemiology, Statistics, Demography, or a related field preferred; Bachelor's degree with significant additional relevant experience will be considered in lieu of a Master's. 

Specialized knowledge: 

• Strong understanding of maternal/newborn health data systems in Liberia, including DHIS2, facility register structures, and MoH reporting requirements
• Solid grounding in MLE frameworks, indicator design, and data quality assurance methodologies
• Knowledge of KMC, MNCH, or related maternal/neonatal health programming an asset

Skills: 

• Advanced data analytics skills, including proficiency in at least one statistical software package (e.g., Stata, R, SPSS) for data analysis; strong Excel skills (pivot tables, advanced formulas, dashboards) required
• Experience with data visualization/reporting tools (e.g., Power BI, Tableau) an asset
• Proven ability to design and manage data quality check systems (identifying missing values, out-of-range figures, register-vs-DHIS2 discrepancies) at scale across multiple sites
• Strong data management skills, including database structuring, cleaning large datasets, and building standardized data collection/monitoring tools
• Excellent written and verbal communication skills in English, including report writing and presenting data to non-technical stakeholders; working knowledge of local Liberian languages an asset
• Supervisory/people management skills, including ability to coordinate and oversee enumerators or junior data staff

Abilities: 

• Ability to travel regularly to pilot health facilities, including those outside major urban centers
• Ability to manage multiple, competing facility schedules, data streams, and reporting deadlines simultaneously
• Ability to translate raw facility-level data into actionable insights for program and MoH decision-making
• Ability to work both independently and to lead coordination across MLE team members, enumerators, facility staff, and MoH counterparts

Other characteristics: 

• High level of integrity and discretion in handling sensitive patient/health data
• Strong analytical mindset with meticulous attention to detail
• Demonstrated reliability, sound judgment, and ability to problem-solve independently in a government facility environment
• Comfort operating in a matrixed reporting structure, liaising with both MoH structures and Evidence Action's broader MLE team

Professional Certification: Certification or formal training in M&E, biostatistics, or health information systems (e.g., DHIS2 certification) strongly preferred, though not mandatory with sufficient equivalent experience. 

Experience: 

• Approximately 10 years of progressive experience in data collection, data management, and data analysis, ideally within maternal/neonatal health, nutrition, or related public health programs
• Demonstrated experience analyzing health facility data and translating findings into reports or recommendations for program/technical audiences
• Prior experience working with DHIS2 or similar health management information systems required
• Experience supervising or coordinating data collection teams/enumerators required
• Experience working with an NGO and/or MoH-affiliated program in Liberia (or a comparable West/Central African context) strongly preferred
• Prior experience in a pilot or technical assistance program setting is an asset
