IronMountain Solutions, Inc. is seeking a Foreign Military Sales (FMS) Business Financial Analyst supporting the International organization in the Apache Attack Helicopter Project Management Office (AAH-PMO) based in the Huntsville, AL area. This position will serve as a business financial analyst for International Programs and FMS for the AH-64D/E within the AAH-PMO. The candidate for this position must be able to work independently, often acting without direct supervision, and be able to build strong relationships across multiple project offices with all levels of government employees.
Key Responsibilities:
- Research and cost analysis for the development of Price and Availability (P&A) and Letters of Offer and Acceptance (LOA).
- Perform case development in Defense Security Assistance Management System (DSAMS).
- Prepare Pricing & Availability (P&A) data and Letters of Offer and Acceptance (LOA), Modifications/Amendments, and MISIL Obligational Authority Case Revisions.
- Develop FMS case package through technical research, gathering pricing data, and conducting analysis.
- Track the development and execution of FMS budgets and funding documents including Obligational Authority (OA) Worksheets, Work Requests, and Procurement Request.
Maintain general ledgers and track commitments, obligations, expenditures, and requisition execution.
- Provide supporting documentation for reported actions in support of execution, implementation, reconciliation and closure of FMS cases.
- Prepare financial reports (Case, RSN, PDLI summaries, FMR/CRR Sheets, and general case ledgers), briefs and other financial tasks associated with execution, reconciliation, and closure of FMS cases.
- Keep PM informed of technical status of assigned tasks, significant events, controversial issues, program reviews, and other relevant issues.
- Be able to meet challenging deadlines.
Education and required experience
- Bachelor’s of Science degree is preferred
- 4 years of DOD acquisition experience with 2 years of FMS experience.
- In-depth understanding of all FMS policies and regulations.
- Requires Databases/Systems Expertise in Defense Security Assistance Management System (DSAMS), Security Cooperation Information Portal (SCIP), Management Information System.
- Must be proficient in MS Office Suite with a heavy focus on MS Excel.
- Ability to perform frequent internal and external customer interface including regularly scheduled and ad hoc meetings.
Travel: Travel is estimated at less than 10%
Clearance Requirements: Must have an active Secret security clearance is required. Per federal requirements, only U.S. citizens are eligible for this level of clearance.
