Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

• Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
• Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
• Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
• Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
• Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background

• The Cyber Security Accreditation Specialist will support the NATO Communications and Information Agency (NCIA) in delivering cybersecurity accreditation activities for the ITM Recovery Increment 1 (ITM RC1) programme. The role is responsible for providing expert advice on the security accreditation of NATO Communication and Information Systems (CIS), conducting security risk assessments, coordinating with NATO Security Accreditation Authorities (SAAs), and managing the development of accreditation documentation throughout the system lifecycle.
• Working within the Cyber Security work package, the specialist will ensure that systems comply with NATO security policies and accreditation requirements, enabling the secure deployment and operation of modernised NATO information systems. The role combines cybersecurity governance, risk management, compliance, and stakeholder engagement to support successful security authorisation of NATO CIS.

Role Duties and Responsibilities

• Security Accreditation Advisory
  • Provide security accreditation advice and guidance to NCI Agency Project and System.
  • Managers across the full lifecycle of NATO CIS.
  • Act as the focal point between NCI Agency and NATO Security Accreditation Authorities (SAAs).
  • Build and sustain effective communications with Security Accreditation Boards, NATO SAAs, and NCI Agency organisational units supporting the accreditation process.
• Security Risk Assessment
  • Conduct Security Risk Assessments (SRA) in support of NATO CIS projects, including:
    • Identification of threat levels and vulnerabilities for all assets comprising NATO CIS.
    • Derivation of residual risks.
    • Provision of risk management recommendations.
  • Accreditation Documentation
    • Identify, plan, request, and manage the development of all required accreditation documentation, including but not limited to:
      • CIS Description
      • Security Accreditation Plan (SAP)
      • Security Risk Assessment Report (SRAR)
      • Security Requirement Statements (SRS)
      • Security Operating Procedures (SecOPs)
      • Security Test and Verification Plan (STVP)
    • Subject Matter Expertise and Coordination
      • Stay abreast of technological developments relevant to cybersecurity, network security, and cloud security.
      • Provide subject-matter-related briefings and presentations to NCI Agency stakeholders and management.
      • Coordinate and cooperate with activities across other Business Areas within NCI Agency.
      • Perform any other related duties as directed by the section head.

Essential Skills, Experience and Certifications

• University degree in Information Security, Telecommunications, Electronics, or Avionics; OR Absence of a degree compensated by relevant professional experience AND at least one of the following certifications:
  • CISSP (Certified Information Systems Security Professional)
  • CISA (Certified Information Systems Auditor)
  • CISM (Certified Information Security Manager)
  • Security Accreditation of major Communication and Information Systems (CIS) within acquisition and/or development programmes for a large organisation.
  • Application of security risk assessment methodologies and tools.
  • Planning, design, and implementation of security components for major CIS.

Desirable Skills, Experience and Certifications

• Demonstrated interest and expertise in Cyber Security, Network Security, and Cloud Security.
• Knowledge of NATO Security Policy and supporting directives.
• Familiarity with international security standards, in particular ISO/IEC 27001.
• Experience working in or with NATO or other international defence organisations.

• Up to 10 visits to Mons, Brussels and The Hague for a maximum of 3 working days each visit.
