Business Analyst II for IES
ITnova Consulting is seeking a Business Analyst II to support an Integrated Eligibility System (IES) program within a Health and Human Services environment. The successful candidate will work closely with business stakeholders, subject matter experts, and technical teams to gather and analyze business requirements, document system functionality, and support the delivery of complex technology modernization initiatives.
This role requires a strong understanding of business analysis methodologies, business process improvement, requirements management, and stakeholder collaboration. The ideal candidate will have experience supporting Integrated Eligibility Systems, with particular knowledge of Child Support programs and legacy system modernization. This position offers the opportunity for significant telecommuting, with approved consultants required to attend monthly in-person meetings in Albany, NY and other key project meetings as needed.
Key Responsibilities
- Collaborate with business stakeholders, subject matter experts, and technical teams to gather, analyze, document, and validate business and system requirements.
- Conduct business process analysis to identify opportunities for process improvement and support modernization initiatives.
- Translate business needs into functional requirements, user stories, process flows, wireframes, and technical documentation.
- Analyze existing business processes and legacy system functionality to support system enhancements and modernization efforts.
- Facilitate requirements gathering sessions, stakeholder interviews, workshops, and business process reviews.
- Support Agile development teams by clarifying requirements, reviewing deliverables, and ensuring solutions meet business objectives.
- Prepare functional specifications and maintain requirements documentation using established templates and requirements management tools.
- Collaborate with cross-functional teams to ensure successful implementation of technology solutions aligned with business goals.
- Assist with testing activities, requirements traceability, change management, and issue resolution.
- Perform other duties as assigned.
Required Qualifications
- Bachelor's degree in Business Administration, Information Systems, Computer Science, Public Administration, or a related field (or equivalent combination of education and experience).
- Four to seven years of experience as a Business Analyst.
- Four to seven years of experience performing client-focused business analysis and requirements gathering.
- Experience conducting stakeholder interviews, facilitating requirements gathering sessions, and documenting business and functional requirements.
- Experience analyzing, documenting, and validating system requirements to support application development and continuous integration/deployment.
- Experience developing technology recommendations based on business requirements.
- Minimum two (2) years of experience supporting an Integrated Eligibility System (IES) program within a Health and Human Services environment.
- Experience supporting Child Support or related Human Services program areas.
- Strong analytical, problem-solving, and organizational skills.
- Excellent written, verbal, and interpersonal communication skills.
- Ability to work effectively with business users, technical teams, and executive stakeholders in a collaborative environment.
Preferred Qualifications
- Four to seven years of experience documenting and validating system requirements across multiple agencies within Human Services environments.
- Experience supporting modernization initiatives involving legacy system analysis, business rule extraction, and documentation, particularly within the Child Support domain.
- Experience conducting business process analysis and developing As-Is and To-Be process models for web-based client applications.
- Experience creating process flows, user stories, wireframes, functional specifications, and other requirements artifacts.
- Experience using requirements management tools such as Blueprint or similar platforms.
- Experience working within Agile and hybrid project delivery environments.
- Familiarity with Integrated Eligibility Systems, public sector programs, and government technology modernization initiatives.
- Experience collaborating with multidisciplinary teams across business and technical organizations.
